To the outside world, the Chan family residence in the affluent suburb of Templestowe was less of a home and more of a fortress.

Situated on a sprawling, one-acre corner block, the single-story house was completely hidden behind a massive, 100m long brick wall that stood two and a half metres high. Even peering through the heavy wrought-iron security gates offered no view of the property, as thick, established pine trees and bushy gardens obscured the house, the swimming pool, and the floodlit tennis court.

News footage of Karmein Chan's abduction, by Channel 7 news. The Chan's sprawling house and property can be seen behind a large brick wall. The mercedes in the foreground belonged to John Chan, and is still in the position he parked when he rushed home after receiving a phone call from his distressed daughters.

On the evening of Saturday, April 13, 1991, 13-year-old Karmein Chan was home alone with her two younger sisters. Their parents were working a busy weekend night shift at their Chinese restaurant in the nearby suburb of Eltham.

The three girls should have been safe.

The Chan's house had what was considered a sophisticated alarm system for that time. The system was zoned, allowing the girls to keep part of the house alarmed while they were home and asleep in their bedrooms.

But something weird had been going on in the weeks leading up to the attack. For some mysterious reason, the system began to regularly malfunction at night, triggering false alarms that terrified the girls. So they turned it off.

In hindsight, of course, the alarm wasn't malfunctioning. The fortress was being tested. And its occupants psychologically encouraged to lower the drawbridge.

---

At 8.40pm, the family's illusion of safety was shattered.

Karmein and her sisters had been in bedroom watching a newly released documentary about Marilyn Monroe called “Something’s gotta give”.

When Karmein and her nine-year old sister went to the kitchen for a snack. As they exited the hallway leading from the bedrooms and rounded a small bend into the living room, they nearly collided with an intruder who was heading in the direction they had just come from.

The man, dressed in a green tracksuit and wielding a large knife, wore a stocking pulled tightly over a balaclava. It appeared the two girls weren't the only ones surprised by the greeting. Because assuming he was carrying a gun - as he had in previous attacks - he hadn't even upholstered it yet.

Without the usual element of surprise, the offender failed to get the same terrified, silent compliance he had easily extracted from the victims in his previous attacks.
Karmein Chan was not asleep in bed when he made his move. She was mobile, and fiercely protective of her sisters. She fought back.

What followed in the living room was an unplanned, abrupt altercation by both sides.

Karmein's resistance caused a commotion loud enough to be heard and understood by her seven-year-old sister, who was still in the bedroom at the other end of the hall, because by the time the offender managed to herd the two older sisters back into the bedroom - with Karmein being forcefully pulled by her hair, - the seven-year-old was nowhere in sight.

She was soon discovered and dragged out from behind a door where she had been crouching down and trying to hide.

Although these were his youngest victims so far in this series of crimes, the offender had lost the silent control he usually demanded. The two younger girls screamed as he attempted to lock them in a closet, and Karmein shouted at him to leave her sisters the fuck alone.

Sadly, in their large house situated on a one acre block, no one heard their cries.

The offender eventually managed to secure the closet by pushing furniture in front of the door, telling the girls, *"I only want your money!"* He assured the younger ones that he was simply taking their older sister to show him where the money was, after which he would leave and Karmein would return to let them out.

But there was no one there to save them.

From their position in the closet, the two younger sisters heard Karmein - they believe from down the hallway - forcefully declaring, *"Stop it! Don't do that!"* And then, silence.

### **The race to find Karmein**

Although it took only a few minutes for the two girls to free themselves by pushing their way out of the closet, Karmein was nowhere to be found. Unable to locate their sister, they picked up the phone to call their father at his restaurant. Unlike most previous attacks, the phone line had not been cut, an action the offender normally performed before confronting his victims, but was likely unable to do in this instance after the girls unexpectedly surprised him in the living room.

On the other end of the line, the girls' father, John Chan, was so confused by his distraught daughters’ account that he did not even give his wife a specific reason for why he was rushing back home from the restaurant.

When he arrived ten minutes later, he found his two youngest daughters cowering together in the laundry, crying. He quickly ran through the house, searching and hoping he had misheard their earlier description, but his hope was unfounded. Karmein was missing.

The police were called immediately and John Chan reported that his seven and nine year old daughters said a man with a knife had taken their older sister.

The original reports created a picture that showed no hesitation. Word of the violent abduction was broadcast via radio to all Melbourne police units, and everyone dropped whatever they were doing and raced toward Templestowe.

Police converged from everywhere. Desperate uniformed police began searching the area for clues. By the time detectives arrived a little later, there was a command centre established in the house, which had allegedly interfered with their crime scene.

More recent accounts describe a much more lazy response, where no one was interested in attending the scene, explaining why a road safety unit was the first to respond.

Tracking dogs were soon deployed. It appeared the man had broken in through a window, cutting the fly wire screen. The dogs then traced Karmein’s scent exiting the house via a glass sliding door in the kitchen, through the family's backyard, across their tennis court, and then over the massive 2.5m tall brick fence and down onto the footpath below. The dogs followed the trail for another 300m down the street before the scent abruptly went cold at the bottom of the hill.

This was a logical location for the offender to have parked his getaway car. A pattern had emerged in his crimes that suggested he liked to avoid parking in front of people's homes, and this particular position satisfied that preference. None of the surrounding blocks of land had houses with visibility to the street. A few had such high front fences that their view was obstructed. Another was a large double block, with only the tennis court in view. And another was entirely vacant.

It is also plausible the scent stopped in this location because he hid his car off-road, in the vacant block itself, which had dense pockets of trees. This block had direct access to a rear lane way that was connected to a completely different road around the corner, offering a getaway route that did not involve having to drive on the exact street police were searching.

**The Chan's property is on the right, bordered by the red-brown brick wall. Mr Cruel scaled this wall with Karmein to a car he had pre-positioned at the bottom of the steep hill. On their way, they passed in front of the house that went to auction earlier that day. Photo courtesy of ABC.*

The offender's choice of attack date also allowed him to blend into the background of the neighbourhood's activities. The house two doors down had gone to auction earlier in the day, and so unlike like most Saturdays, the street would have been filled with unfamiliar cars and people. The value of any intelligence from neighbours about cars driving slowly up and down the street, and unknown people peering through gates, would have been greatly diminished.

I wonder what alias Mr Cruel used to access the house for surveillance purposes.

### **The benefit of hindsight vision: The odd neighbourhood observations**

Just days before the kidnapping, a woman allegedly made a police report after her daughter reported seeing a strange man intently watching all the schoolgirls getting off the bus opposite the Chan family residence. She claimed the police never followed up.

It was also reported that an unfamiliar tradesperson had cold-called the Chan residence in the days or weeks leading up to the attack. He offered his services as a general handyman for odd jobs, but his services were declined.

There were also multiple reports of an unknown man in a white car or van loitering in the area in the weeks prior.

### **The ultimate misdirection: The spray-painted red-herring**

At some point before Mr Cruel formally introduced himself to these young victims, he had spent some time outside also getting acquainted with the family's car.

Taking a can of spray paint, he scrawled big, bold letters across the side of Phyllis Chan’s red 1990 Toyota Camry. It read: *"Pay back, Asian drug dealer. More anon. More to come."*

More anon. More to come, indeed.
